"Believe it or not, Cleveland reggae soldier B.E. Mann sounds straight outta Trenchtown.
His lovers rock is always solid if not blazingly original. On his 24th LP, Mann pays tribute to U.K. artists,
most of them reggae greats. Mann passes around a double-dose of THC with Forde's "Just a Little Herb"
and his own "The Ganjah Sound." French production team Bost and Bim join him on
"Everybody Knows My Business," and he retools the Specials' "Ghost Town."
Despite the covers, Mann is still the star of the disc. He sings all the vocals, plays nearly every instrument,
and pulls out a real surprise to close the party. In the Smiths' classic
"Please Please Please Let Me Get What I Want," Mann replaces one of music's great mandolin solos
with radiant keyboard and sunbeam trumpet. Mann could probably record an album of grunge covers,
and Jah would approve."

"For his . . . heck, I don't know, 79th recording, Mann does the one-man-band thing for much of the disc,
with a little help from Jimmy Corn Allstars on horns. He deftly mixes covers with a few originals.
Cool Runnings plays to Mann's strengths, highlighting his love of the classic rock-steady sound
and the slick British pop-reggae of groups such as Steel Pulse, UB40 and Aswad. He offers three tunes
from Aswad, one of the most popular English-bred reggae bands of the '80s, and his versions of the title track,
I Asked a Question and Just a Little Herb. They're eerily faithful but also quite good. Herb, in particular,
mingles some nice dub effects with a relatively organic-sounding computerized beat and well-stacked
harmonies. Mann takes more liberties with some of the other covers, such as giving George Michael's
A Different Corner a percolating groove and turning the Smiths' mopey classic
Please Let Me Get What I Want into a mopey rock-steady tune.
I'm less enamored of his cover of the Specials' classic Ghost Town, in which Mann changes the melody
and groove just enough to remove the song's bleak, ''ghostly'' feel.
Mann's originals Ganjah Sound, the breezy Everybody Knows My Business and the '80s dance-hall
groove of Moving On are solid as always...if you just enjoy hip-swaying rhythms with pop melodies,
Mann is likely the, uh, man for you."
