During the early years after the apocalyptic Third World War, the strict government of the city-state Libria are in fear that the human race cannot possibly survive a Fourth World War and are currently in the process of setting about building a new society which is free of conflict. They have just discovered that human emotion is responsible for man's inhumanity to man and are in the process of creating a drug to suppress emotions thus with the new laws in place a resistance movement exists in Libria, known as "The Underground" and a member of the movement was responsible for terrorist activity against Libria, specifically against a drug lab creating the product. He has been captured and and he must fight and escape Libria.
