Thomas Metcalf was born in 1957 just outside Philadelphia and received his first musical education in the late 1960s from his older brother Robert, who introduced him to modern classical music and the fertile rock scene of that era. Later, inspired by the innovative progressive rock of bands such as Gentle Giant and King Crimson, Metcalf began experimenting with music composition even before learning to play a musical instrument.

By his mid to late teens, determined to perform his own growing body of music, Metcalf turned his attentions to music performance, studying classical piano and violin with several teachers. During this period he also designed and built his own modular synthesizer to expand the sonic range of his compositions. From the mid 1970s to early 1980s, Metcalf helped put together several progressive rock bands, which were great vehicles for further developing his composition and recording skills. Since 1987, Metcalf has concentrated his musical energies in two areas: the composition and recording of new solo works and an ongoing improvisational music project with composer John Greenland.

Meanwhile, Metcalf's interest in electronic music hardware directed his career path, leading him into the field of electrical engineering. As Ensoniq Corporation's first sound designer in the early years of sampler-based music, Metcalf generated a wide range of sounds that were distributed throughout the entertainment industry. His sounds have shown up in video game soundtracks, Saturday morning cartoons, and popular music, including the work of Jimmy Jam and Terry Lewis (of Janet Jackson fame). Also a hardware engineer, Metcalf was instrumental in the development of the full line of keyboards, effect processors, and hard disk recording systems produced by Ensoniq during the 1980s and 1990s. When Ensoniq was sold to Creative Labs in 1998, he spent three years in their chip design group. Metcalf now works for Moberg Research a neuromonitoring and multimedia company in Ambler, PA.
