Judd Starr was born and raised in Los Angeles, California, where he began music studies at the age of 10. His first music lessons were for the piano. Judd comes from a musical family. His father, Ron Starr is a professional saxaphonist who has performed with Elvis, The Doors and has gone on two world tours with Bette Midler and Raquel Welch. After a few more years of piano lessons, it was time for Judd to record his first professional demo. At the age of 14, Judd composed, arranged and recorded a three song demo in a professional studio. After buying his first keyboard at the age of 16, Judd began to play with various bands. With a few years of piano practice and training under his belt, Judd began vocal lessons.

At the age of 17, he joined another band, wrote many of the songs, played keyboard, sang lead and backing vocals and toured the club scene in Los Angeles. He has performed in Los Angeles at: The Roxy, The Whisky, The Music Machine, The Troubadour, The Coconut Teaszer and other similar venues. Deciding he'd had enough of being part of a band, Judd recorded his second professional "demo" at 17. This recording received a lot of positive attention and Judd was offered his first recording deal. The recording company was JCI Records, whose President later became the President of Zoo Entertainment. Meanwhile, Judd teamed up with a friend and began recording music for a variety of projects.

It was during this time that Judd studied the art of recording, mixing and producing. Additionally, he began to formally study the guitar. Some of his projects during this period included children's videos, an episode of the Leeza Show, Playboy Music and other recording projects. Since then, he has scored music for Independent film, provided music for MTV's Real World & Road Rules, was hired to be a staff composer for NBC's Emmy award winning show "Starting Over" and recently worked on a new show for MTV entitled "The Little Talent Show". "Luminescent" is his debut album on Capacity Records.
