The Byzantine Empire was a continuation of the Roman government under a reformed system. The Eastern Roman Empire is called by modern historians the Byzantine Empire, and the term is well divised to mark the changes effected in the government, after the extiction of the last traces of the military monarchy of ancient Rome. The social condition of inhabitants of the Eastern Empire had already undergone a considerable change during the century which elapsed from the accession of Helaclius to that of Leo. The change in society created a new phase in the Roman empire.
